Do what the user expects
If it isn't it should be a golden rule of programming.

"The program should do what the user expects."

I don't think users expect shorcuts to be opened by IE. The user expects that when a URL is typed in to the URL bar of IE and they press the enter key a website will load or an error message would appear stating the website could not be found.

When your program doesn't do what the user expects it can only lead to trouble.
