IMO the only way to make Windows half way secure is to remove it's network card.

The only way Microsoft got Windows NT to pass their C2 security test was to remove all networking, remove the floppy drive, change the standard file permissions to make them much more restrictive and make several edits in the registery.

That was nearly 10 years ago and very little has changed. The NSA still refuses to allow Windows computers on any network that carries sensitive data.
