Server Side Virus Scanning would help

My question is this, the ISP owns the mail server, why aren't they using a gateway product to scan their mail server for viruses, which will reduce the number of viruses that make it to the users machines. Second they could include firewall protection into the cable modem, and allow the user to modify the settings as necessary. Most users never would, but advanced users may need to, or will want to disable it if they have their own firewall already. There is so much that could be done without invading the users privacy that they don't do. Most wouldn't increase cost or cause bandwidth issues.
