Windows, not Browsers
As far as I know, both IE and Firefox will only start one process for one user. You can't have multiple copies of a browser open, because attempting to open another one will simply cause the first copy to open an extra window. (I know this is the case for FireFox on Linux, and IIRC it's true for both browsers on Windows, but I don't have a test machine handy).

That would mean that it's multiple windows or tabs that is the problem, and that is a very common use-case.
