Using whois data will destroy accuracy
Using whois data by law enforcement will do nothing to stop "wrongdoers"... it will only encourage them to forge their whois data. Nobody checks the data submitted for accuracy or legitimacy. In fact, many companies, both legit and shady, already supply false data to the whois database when registering domain names. It's pointless to turn this voluntarily submitted data into a crime fighting tool. The criminals will simpy falsify the data, or put in the contact data of some unsuspecting ID theft victim.
