OK, but what if a company actually makes use of the service for whatever reason, and has their network properly configured so only messages inside the network are allowed? MS releases a service pack and BAM! all the XP users don't get the messages anymore. Now the admins have to turn the service back ON for all of them.

Dumb knee-jerk reaction. This is no better than AOL turning things off. It's one thing for a service to come disabled out of the box; another entirely to slip them in midstream.

It should be OPTIONAL (with the default being to turn it off) and the user should be PROMPTED when installing the service pack. Admins can then script the install as they see fit.

An even BETTER solution would be to rewrite the service to work through AD connections or something else that required validation to the network in question than just to open it up to direct IP addresses.
