So they are competent enough to make the equipment, but not to offer technical support? Had their English been perfect, would that have made them better technicians? Archimedes was on the cusp of discovering calculus 2,000 years before Newton, yet didn't speak a word of English. Does that make him incompetent? He may well have completed the discovery if he hadn't been killed by Greek soldiers who were supposed to kidnap him - damn foreigners never understand what you tell them!
I thought that the "part of the world" that was taking over telephone support was India. About as much a part of the middle east as the US is of Latin America. For your enlightenment, the "middle east" usually means the area east of Suez, south of Syria, west of Iran and extending to the bottom of the Arabian Peninsula. Some include the far eastern parts of Egypt, but they more correctly belong to Africa. Some also think of Turkey as part of the middle east, but not me.
