If reported losses are lower in the business sector means rising identity theft in the consumer sector, then overall it sounds like business is still in trouble. A lot of identity theft happens from phishing scams, which can devalue the company phishers are posing as. Many people lose trust in this manner, and will stop doing business with that company. So they may not be losing money directly from security breach, but indirectly, they are.

In the meantime, consumers need to follow business and get smarter about their online information sharing.
