The FCC has done no such thing....
they are still in the process of the "Notice of Proposed Rule Making", or NPRM. The process started on February 25th and allows for a 45 day public comment period.

The only place I've seen a partial rollout for testing purposes only is Manassas, Virginia, where they have used the power grid along one street in the city for BPL testing.

One of the early show stoppers for BPL was the high cost of the special modem. The expense has been reduced, but still costs more than Cable and DSL modems.

Maybe you could post a link to backup your price and performance info? I have a hard time believeing that someone is advertising for what amounts to vaporware.

By the way, you earlier claimed that BPL was a waste of time.
