True..but whats your point?
The mere fact that a great number of people engage in bad activity up until they get caught, then the ordeal of going through their punishment wakes them up to their foolishness is exactly the way things are supposed to work.

If we could get people to change their ways, or their outlook just by telling them to "play nice" we wouldn?t even need a justice system.

The highest aspiration a justice system can have is to "shock" the apprehended perpetrator back into the reality of decent social behavior. It does no one any good to rest their beliefs on the notion that a person who gets caught and only then realizes that playing with fire is a very very bad idea doesn?t mean the person hasn?t reevaluated their ideas to a new perspective.

I hear it all the time; the notion that a person only changes there tune because they were caught, suggesting that if they thought they might not get caught a second time they would go back to their old ways. While it is often the case that some who change their tune are doing no more then that, if the majority have not genuinely changed their outlook when they claim to have after being caught then we might just as well stop even trying to change anyone?s outlook and just lock even the most minor of offenders up forever as they are not likely to behave different on their next opportunity.
