I agree, go for the people who hired him
One million dollars may or may not be enough of a fine, that's up to the courts. The next step is that he needs to disclose who paid him to conduct his illegal activity to they can all pay fines at least as stiff as the spammer. Then the list of who hired him needs to be published in several prominent business journals (WSJ, Information Week, etc) so everyone knows who is funding this crap. Seems like a way to cut them off at the wallet.
