Firstly the upgrade is completely free. Your files are not affected by the updates, bookmarks etc. are kept.
Also many companies do not regularly update their old packages. They may offer support for users using them.
It would be completely unreasonable to expect the makers of firefox to constantly update every old release to fix bugs when the user should really be using the latest product.
