I don't think this is an occasion for blaming one employee and
essentially scapegoating him or her. Rather going by your words,
"personal data should never leave the office under any
circumstance," find a way to get through to the top
management. I can only assume this Texas student loan place is
a private business, and therefore can be dealt with through a
lawsuit. Let 'em have it. Teach them a lesson and set an example
for other businesses.

Also, make sure the financial burden hits their upper
management rather than the working plebs, for then the truly
guilty parties will be affected.
