One thing's certain in my mind - a company that manages to lose
such information needs to pay for the mistake. A stiff financial
penalty for this nonsense will help encourage them to take much
better care of personal information. Everyone affected should sue
them.

It's basically the only force available for a "consumer" to use against
corporations, which are legally treated as a single entity despite
having a massive budget and many hired minds.
