So does that mean every badly written third-party app. for windows is a 'huge tumble to the ground for the M$ guys'? PHP is just a language - the 'php guys' (i.e. PHP dev team) isn't responsible for every application that gets written with it.

PHP has best practices for writing secure software, just like other languages/platforms have. Violate them, and you risk insecure software. Its more a statement about the individual application, then about the language or the platform.

For instance, for all we know, the PHP application was running on a windows server at Circuit City...
