It's time to take effective measures against the spamming scum, and that is raid the location of their transmissions with large, powerful weapons and blow their equipment to kingdom come. Then leave without comment. After a few of these early morning commando missions, they'd be so battle-scarred that they'd barely be capable preparing a bowl of cereal for themselves, much less continuing to defy the law of the land. There's much to be learned from special ops. Lawsuits are a waste of time when you are targeting people who have no respect for the law.
