Similar idea has already been done...
In South Africa, luxury cars have been outfitted with equipment that allows the driver to produce a wall of flame shot out from underneath the vehicle at would-be carjackers. It's quite effective, but has been mistakenly used with dire consequences on occasion.

Symbiot's success will revolve around how much collateral damage is produced by their efforts. If ISPs, or others end up paying to clean up then this won't last long.
