And insofar as counter-attacks would affect grandma's ISP, said ISP would have to start doing what it should have been doing all along: educating its new customers on the basics of protecting their computers and, if necessary, levying some kind of penalty for failing to do.

How difficult would it be for ISPs who offer cable and DSL services?and who most often must install the required modems on premises anyway?to install or enable firewall and antivirus software on the client computer while they're at it? Indeed, they could and should require it as part of their service agreement: "Do it or we'll do it for you; but one way or another it must be done if you want to go online."

Unfortunately, I think that DDoS counter-attacks on compromised computers may be the only way to get these ISPs moving short of government regulation (which is probably a better idea). Though frankly I haven't thought through all the potential consequences.

Anyway, it seems like a good idea at the moment.
