Horrible idea
Counter strikes? Listen, most coordinated and successful DOS attacks do not originate from the person who started them. Look at the recent strain of viruses that DOS attacked SCO and Microsoft. Now, if you suddenly counter attack these peoples hijacked systems you will be attacking innocent people and ISPs. By attacking the ISP you could also further damage other people using that provider who have nothing to do with the attack in any way.

What sense does this make?! This concept should win the Stupid Idea Of The Year award (or atleast nomination).

The best defense against DOS is for ISP's to find some way to deny attacking systems access to the internet. They can then contact their customer and work out a way to fix their computer.
