A little more info on police cars
"but he won't know who you are or anything about you unless you are breaking the law."

True with photo radar which is autmated to take the picture under certain circumstance such as speeding or running a red light. There doesn't even need to be person there to do this.

In police car the story is different. All cars have license plate or they should and if not that's reason enough to pull you over. That license plate is simply typed into the computer in the police car and they have the drivers licences data of the person registering the car. From there they can take a few more seconds and bring up any criminal records or investigation data on you. You'd be surprised what info is kept on you.

Of course this means nothing if the car is driven by a person who is not on the registration. Such as the case of the car being loaned to a person, rented, or a business vehicle. If the car is stolen that info comes up on query so you get pulled over.
