The Bushies are clueless about tech
They want ISPs to "retain" info they don't even have to discard. Most ISPs do not run a service (transparent proxy) that would log which web sites users visit. The same is true of IM traffic.
Email server logs, and who was on which IP at what time of day wouldn't be hard to retain.
I've set up several ISPs and owned one too, so I have some experience on this subject absent in most of these discussions.
