They could but they don't ...
Users set up their own PCs in most groups. In those where they don't, it's another person in the group who does. The administrator password is set before the system's ever joined to the domain. There's no use of the domain for local permisisons, you have to add yourself to the administrator group manually in most cases.

Sure they could probably set the admin via AD but that'd mean tech suport groups would have to call the help desk every time they needed to test issues for customers.
