Not as much of a luxury as you think
There are compelling reasons MS has the "everyone's an admin" policy. It's not a matter of being nice to the employees, really.

First, it allows them to put responsibility for software installs on the end user rather than having a huge install need from Desktop Support for every new temp. Each business group has different application needs and some even have their own domains. There's just no way to have a standard image.

Second, and this is sort of related to the first, in the tech suport groups the users need to be able to test issues for cases. Most users in these groups had 2 boxes, one production and one "breakme" system. Although some of the breakme usage has shifted to Virtual PCs there's still a need to install apps one supports, requiring administrative rights.

Bottom line is tt's a business decision, not an employee morale decision, that makes administrators of everyone at MS. There's going to be a huge revamp of the Desktop Support groups at MS if they remove this from everyone.
