Depends on the company

Well, "rights" is correct as a synonym for the technical term of priveledges. On my computer I have administrator priveledges, access, or rights, whatever you want to call it.

My company gives all of it's professionals the ability to install software to their PC's. They are professionals, not drones. The company has a large library of software tools which they have developed and/or have licences too. There is not a hard disk large enough to contain them all. It is up to the engineer to install the ones to suit his/her needs. They have strict rules about what you can or cannot install, and perform audits of the systems.

If these professionals had to run to an IT person every single time they had to install a program... productivity would be slowed immensely, and the IT budget would have to be increased significantly just to have IT people babysit installs of software, instead of what they are trained to do.
