Ummm no.
On my work PC I have an account that has administrator priveledges, but I don't have the admin password.

My account cannot enter safe mode. Only the administrator password gets into safe mode.

This is a problem for me, as Windows XP has broken on more than one occasion and I can't fix it.

You are sadly mistaken if you think safemode is the answer to this. I'm sure there are hacks, but safemode isn't one of them.
