We need to implement a fine for loosing this kind of info.

$100 per SS # lost sounds like a very low amount for a first time offense. Maybe $500 per lost # for a second offense, etc. Pay it in restitution to those who were made at risk due to the theft, and don't exempt government from the law.

Somehow I think this kind of problem would no longer happen if the organizations who lost the data had to pay even a small percentage of the cost they imposed on others. As it is, "whoops! So sorry!" There is no excuse for this kind of data floating around so freely inside of organizations that it could ever leave the site on a laptop.
