When will they Learn?
This is typical. IT depts don't make money (usually). They just spend it. IT depts are a revenue loss for any organization, and sacrifices are made in the budget to minimize this loss. Staffing, training, upgrades, etc. get put on the back burner until something like this happens. Then there is the "Oh my gosh, how could this happen??" from senior management. The rank and file get fired (rarely the upper management who were told about the security concerns, but would not approve the spending), and promises are made to improve things (but are rarely kept).
This is common, and sadly, oh so typical.
