have put the chief information officer on UNPAID leave. He is the one responsible for making sure that security audits get done and in general keeping things secure.

But, the finger pointing really distracts from the bigger problem at Universities of putting servers everywhere without the proper staff and trainging to manage them. All computers with sensitive information should be computers outside the University that are profesionally managed with regular security audits. Also, when a department wants to create a website, they should buy space on a professionally managed server that is audited for security regularly and kept patched.
