Hope the outsourcing savings was worth it!

Notice how the article mentions that only a technician was fired instead of the systems administrator (who's normally responsible for system security). What are the chances the bean counters decided that the school doesn't need to hire a full-time sysadmin when they can outsource the job, and have someone ssh/TS into their systems every other week to make sure the necessary systems are up and running?
