Criminal Prosecution, Vigilantism and National Security
Sounds like they have simply succumbed to extortion. If the spammers will not be criminally prosecuted because they cannot be found or are in a jurisdiction that allows this activity (and our own government can't or won't intervene), we should all simply subject them to a DDoS attack to stop the illegal and unwanted traffic. I, for one, would gladly volunteer my CPU and network bandwidth to stop these people, and I'm sure I'm not alone.

Heck, given the amount of internet traffic that is now unwanted spam, and the amount of time wasted & productivity lost on this nationwide, you could argue this is a national security issue at this point... (Foreign terrorists are taking over the internet and brazenly threatening & taking down US companies at will.) Mr. Bush would probably gain more than a few rating points by sending our friends at the NSA over to shoot the bastards.
