The only viable long term solution to spam is to require a small fee for each email. However you still have the problem of enforcement. Spammers are not generally law abiding citizens. With there current technology they can use zombie computers to send the email. So you set the limit at 500, and the benevolent spammer stops before the victim exceeds there email budget, but what about the malevolent spammer who knows it not going to cost them anything?
