If that isn't incompetence, I would not no what is.
It wouldn't take much to finish bldg. #7 off anyway. A lot of the towers structure fell on it, burning debris. It was like getting hit with a meteor. Pre-installed explosives would have went off at the wrong time for a demolition. The shielding would not have lasted more than an hour. They have to be timed. They were installed later. Ask Red Adair how he puts out oil fires. They rush in, wait no more than a few minutes and detonate them.
