Many judges died 'under mysterious circumstances'. They were actually assassinated (aka died under mysterious circumstances) by the dark elements in the Government.

Yes, encrypting mass amounts of messages and even garbage messages and send them to overwhelm their spying machines is really bright (no sarcasm meant).

Yes, make them arrest 200 million and perhaps half of the planet's population will overwhelm their black helicopter men as well. If they execute too many, they will be making huge waves that will overwhelm them.

It is also needed to track down the members at the top of the pyramid. It is waste of time to track the base of the pyramid because many of these servants at the base don't know what they are doing.
