Legal speak
Clearly the Verizon and AT&T denials are carefully crafted legal speak which seeks to forward the impression that they didn't do it. Notice they declined comment on wether they were allowing access to call records. Maybe Verizon didn't hand deliver them to the NSA but that would be no different than allowing them access. Access is access notwithstanding the methods.

From what I understand the telco's and the NSA have broken federal law and are now ripe for lawsuits. No doubt the DoJ and the NSA will seek to stonewall any suit by proclaiming any and all relevant information "classified".

This government is a clear and present danger to the people of the U.S.
