XP is admin by default
With no users or login added. What's worse is that you have to run as admin for many applications to work, particularly games. This is mainly due to their use of the registry and restrictions on file creation.

Outlook Express offers some attachment filtering but this isn't turned on by default and you don't have the ability to fine tune it. Most anti-virus software can be used for email filtering and some offer better click-the-executable prevention than others, but, of course, a user has to set this up.
