Already available

This is already available in many forms from the various credit card providers. MasterCard has one, VISA has one and AMEX had (past tense) one. Discover has played with it on and off. Western Union used to offer it. Various banks offer it. It is very prevelant in Asia, and virtually non-existant in the US. There are even services where you can get a virtual credit card number good for only one transaction at the amount you specify. Me, I use ultra-secure credit cards that I have to pre-authorize each transaction, and automatically reject whatever I do not authorize. Only one way to put money into the account, and one way out. And I have a special card specifically for the Internet versus normal everyday use. It all depends on how much control you want to have, and how much you want to be inconvenienced for your own safety.
