Time for an upgrade

The challenge with encryption is that older payment systems were not built to support the scrambling technology

So people are crying because their systems don't support it? Encryption sounds like one of the best things they required. Don't get rid of the encryption, just put off the fines and penalties for another year or two to give developers time to implement it without adding new bugs and holes to exploit. In the meantime, create an bonus incentive for those that have already implemented the changes successfully before the end of the year. Just doing those two things takes the weight out of their complaining.
