ISP's need to take the lead in stopping spam. How? By ignoring their clients e-mail attempts if they send over X amount of messages within a 24 hour period.

It's quite simple really. (1st) Make sure your servers are configured to match the sender with valid e-mail addresses of their clients. No match? Then no e-mail is sent. (2nd) Allow normal clients say, 1000 or even 2000 e-mails per 24 hour period. Anyone wanting to send more than that would have to post a monitary bond amount that would be determined by the number of e-mails that wanted to be sent. The bond amount would be forfeited to the ISP, if it is determined that the client is spamming. AND, make the bond amount large enough that spammers would find it VERY difficult to make any money if they are caught.

Forged headers, forfiet the bond. False subject lines, forfiet the bond. Sending e-mail to those that haven't "opted in", forfiet the bond.

This would put the ISP in the forefront of fighting spam AND it would give the ISP's the money to help investigate those instances of abuse. They all whine because spam is costing THEM so much money, then why don't they do something about it.

I'm sure that all the details would have to be worked out, but if I ran an ISP outfit, I would definitely try this as an innovative way to stop the flow of spam.

On the flip side, if everyone would get over the bad connotations of using black lists, incoming junk mail could also be stopped. I don't know of anybody that really wants to receive spam, so just include in your TOS that when you sign up with SO&So ISP, they understand that black lists are used. If they don't like it, they can always sign up with AOL.

Legislation is not going to stop spam, it has to come from the ISP level!!!!!!!!
