US top spammer
Since the US is the top source for spam (as much as we'd like to believe it's from outside our borders), then the CAN-SPAM act should actually be usable in the war on spam.

- Since most spam originates from the US, prosecution should be able to take place.

- Most spam performs the transgressions mentioned here (header forgery, relay abuse, etc.).

So why is it not being enforced?
