- It's still illegal

Lazy tech people or not, it is still illegal to access a system, without permission, that doesn't belong to you. Even more so if it's a government system containing classified information.
In any system that has been broken into, the only proper way to recover is to rebuild it from scratch, or restore from an offline backup from before the break-in. Either one means lots of work for the tech staff who must do the repairs, and the users who must re-enter days, weeks, or maybe even months worth of data.
