I can only assume that you are talking about that miguided Paul Thurott article. This is just one more example of how you don't udnerstand the security model in Windows. The reason Windows required elevated prviledges to delete that icon, is because it was placed in the "All Users" desktop, which is located in the "All Users" profile. The contents of that profile affects every user who logs onto Windows. Allowing users to modify it willy nilly would be a massive security vulnerability.
