Some precautions are one time, others ongoing
I run 4 programs all the time to protect my XP system at home, a firewall (that also doubles as a ad killer, popup stopper, and process launch controller), anti-virus, registry protector, and process hijack protector. The first two update automatically as needed and the other two don't need regular updates. My observation is that I can put these programs on most users' systems and they usually won't have any need to tweak other than blocking a new ad site and they are well protected against about 95% of the threats even if they don't stay up to date on MS provided patches.

So, I don't think that the average user would have too big an ongoing burden added by properly protecting their Windows system up-front, provided they use the right software. It's getting them to this point and getting them to stay at this plateau that's the tricky part.

However, the problem that remains is that if they (or a program that manages to slip by protection) shut down the protective programs they're wide open because they're typically logged in with admin level access. This and the ease rogue programs have in leeching onto trusted applications' processing space is the weak link in the Windows security chain.
