well, it is, and there's a difference...
They could do the same thing with MS, but MS wont allow that without an NDA, the US government isn't willing to sign such a thing. With open source, they have no NDA to sign, they along with others can improve on the code and see the problems. You cannot do this with MS, and i'm quite certain the offer was made to MS as well, and i can also bet MS said "NO".

The government wants something that can run to their fit, not someone else telling them what their fit should be. MS dictates this fit, like pushing a square peg through a round hole. Open source allows for the square peg to be worked into a round peg so it fits directly through the hole without a force.

Just think about it, do you really think MS would allow for such tests? Allow numerous competitors like Symantec go through their code? Highly doubtful. You definitely get to see the holes, and they know there will be reports about it, maybe they don't want that black eye, or maybe they don't want to be seen as not able to fix these things as they are found. I'm guessing it's more along the lines of they prefer others to find the holes then they can piece the fix together and keep up with trying to get other products to market.
