You're undoubtedly right about that however...
Companies, not just Microsoft, tend to operate on the premise if it's not a demonstrable problem then why devote resources to the issue. Which worked when companies tried to quietly report these issues. Then entered the first major browser exploits in the wild most of which were using exploits known to the companies involved and on a we'll get to it someday...or never list. It became painfully clear that the only way to get serious exploits fixed was to make the exploit public forcing the companies in question to eliminate the bugs allowing the exploit.
