And it didn't work.

Turns out that many of the companies (mainly Microsoft) involved would put off fixing the bugs, instead endlessly delaying over and over as to when the job was going to get done.

Finally, people got sick of the delays and went straight to the press. To light a fire under the appropriate a$$es.

And lo-n-behold, it worked. For the most part.

Unfortunately, the security company's and individuals who do this kind of hunting can't treat one product one way (MS and IE) and others (Mozilla.org and FF) another.

So they all get burned with the same flames.
