Or better still advise Interpol or other Fraud investigators about the transfer and they will nab the recipient on his claiming the transfer.
Legislation should be placed where the sender/receiver have to quote the Identity reference of both the sender/receiver to make the transfer possible. If the info is false, then it cannot be collected nor refunded.
