Bad Assumption
You are assumming that the FBI, or any police agency is going to do anything.

I've been in a public meeting of Sysadmins where the local FBI office sent an agent to tell us that they will not open a "case" for less than $100,000. (If you can show that 100 people got ripped off for $1000 each, that would count.)

Banks are notorious for not even reporting thefts of less than $10,000.

Maybe Senators and Congressmen and Gov't officials get different service than the rest of us get, and that is why law enforcement is not told to get these guys.
