Excellent idea!
However, I think that a better approach would be to suspend users' Internet account and send users a mail (not e-mail) to inform them that their account had been suspended and that a user had a virus/worm in their computer and that users need to remove a virus using a Anti-Virus program and protect their computer with latest updates from windowsupdate.microsoft.com if they're running Windows, update their virus definitions, perform a adware/spyware scan, and protect their computer with a firewall and tell them NEVER OPEN THEIR ATTACHMENTS THAT CONTAIN VIRUS! (Sorry for writing all caps but AFAIK, many Internet users just open attachments except me and I control everything that is happening in my computer. And of course, one thing that I would like to say is if you do that, then this will make you very strict -- and ISPs like you should never allow viruses to go through ISP but I know that can be a lot of headaches for you but my ISP that I have signed up is MSN.

This is just my thought ahd just trying to give you recommandations about how you (the ISP) can be more strict about what's going on in the Internet.
