I agree...
The only way an "outgoing" firewall works is in a situation where users aren't allowed to click a "Yes" button.

If you start popping up "do you want to allow..." windows all over the place then users will just become blase and start clicking "yes" without even reading the message.

Besides, once malware is inside your machine then a firewall won't save you from anything. They'll just subvert/disable it.
