Simplicity over Security ... again ...
You would think that with all their claims to be getting serious about security, somebody there would, eventually, get a clue. This is similar to the mistakes they've made in the past; leaving built-in security measures turned off by default. Knowing that the typical mom-and-pop home user would never realize it's even there, or know to turn it on.

Much better to default in favor of security, leave it on by default. Let those who need it off, turn it off individually, or let them turn it off once in the master they use for imaging all new machines.
